Costa Rica's economy will expand 4.5 percent this year, the central bank said on Tuesday, raising an initial forecast as foreign companies invest in telecommunications and outsourcing. In January, the central bank said 2011 growth would be 4.3 percent and 4.5 percent in 2012 but upped both estimates by 0.2 percentage points as prospects for the economy improved. The small Central American nation is now expected to grow 4.7 percent in 2012. "Outsourcing services and other significant investments made in the free-trade zones ... are enabling this acceleration," said central bank president Rodrigo Bolanos. Beach-lined and jungle-covered Costa Rica is known as a popular spot for tourists but has recently attracted more high-tech factories and call centers. Foreign direct investment is expected to reach to 2.2 billion dollars in 2011, up more than 50 percent from last year. The spike is due in part to spending by telecommunications firms Telefonica (TEF.MC) and America Movil (AMXL.MX) after the government opened up its mobile phone sector to private competition. Computer maker International Business Machines Corp (IBM) (IBM.N) recently announced a $300 million investment to build a new IT service center in Costa Rica, citing the country's high-skilled workforce and business friendly laws.

WASHINGTON (Reuters) - The Obama administration laid the groundwork in 2009 to expand exports of U.S. goods even though it failed to resolve differences blocking trade pacts with Panama, Colombia and South Korea, U.S. Trade Representative Ron Kirk said.

"We had to move quickly to restore Americans' belief that our trade policy operated for the good of all the country, not just a handful of large corporate interests that are involved in exports," Kirk told Reuters in an interview on Friday.

"I think we have been able to articulate that policy, make the cultural adjustments we needed here within USTR and then execute against that," Kirk said.

USTR began 2009 quickly with a deal to open markets in Europe for U.S. cattle producers and finished big with news the United States would work with seven countries to negotiate an Asia Pacific trade pact, Kirk said.

Costa rica

The politics of Costa Rica take place in a framework of a presidential representative democratic republic, with a multi-party system. Executive power is exercised by the president and his cabinet, and the President of Costa Rica is both the head of state and head of government. Legislative power is vested in the Legislative Assembly. The president and 57 Legislative Assembly deputies are elected for 4-year terms. The Judiciary operates independent of the executive and the legislature. Costa Rica is a republic with a strong system of constitutional checks and balances.

The offices of the Comptroller General of the Republic, the Procurator General of the Public, and the Ombudsman exercise autonomous oversight of the government. The Comptroller General's office has a statutory responsibility to scrutinize all but the smallest contracts of the public sector and strictly enforces procedural requirements. Costa Rica has no military but maintains domestic Police and armed National Guard forces securing its interests.

Politics of Panama takes place in a framework of a presidential representative democratic republic, whereby the President of Panama is both head of state and head of government, and of a multi-party system. Executive power is exercised by the government. Legislative power is vested in both the government and the National Assembly. The Judiciary is independent of the executive and the legislature. The branches are according to Panama's Political Constitution of 1972, reformed by the Actos Reformatorios of 1978, and by the Acto Constitucional in 1983. , united in cooperation and limited through the classic system of checks and balances. Three independent organizations with clearly defined responsibilities are found in the Political Constitution. Thus, the Comptroller General of the Republic has the responsibility to manage public funds. There also exists the Electoral Tribunal, which has the responsibility to guarantee liberty, transparency, and the efficacy of the popular vote; and, finally, the Ministry of the Public exists to oversee interests of State and of the municipalities.
